Heartland established the Heartland Economic development Loan Program (HELP) Fund to create and promote community and economic development for Heartland Customers through the creation of a regional Revolving Loan Fund.  Community development efforts will focus on improving the quality of life served by Heartland, and economic development efforts will focus on providing opportunities for business ownership and expansion, job retention and creation, and entrepreneurial enterprises throughout Heartland's Customer base while advancing the purpose of the District.
